A 30-inch concrete main next to Olympic National Park Headquarters on East Park Avenue ruptured at about 3 a.m. Tuesday, Public Workers Director Glenn Cutler told the council.

The rushing water swept into eight homes on the north side of Park Avenue and downhill to the Mount Angeles housing project before flowing into Peabody Creek.

The City Council met in emergency session to declare the Stage 4 water emergency, which means mandatory indoor and outdoor water restrictions that apply to all customers. The council authorized the Public Works Department to move to enforced water rationing if necessary.
